Who's Who in the Superman Comics

Amanda Waller

Amanda Waller

The embodiment of the ultimate bureaucrat, Amanda Waller has been nothing short of a nuisance to Superman and other super heroes, since her rise to power.

Ms. Waller originally gained attention as the mastermind behind the revamped Suicide Squad. The first Suicide Squad was a group of government agents willing to go on extremely dangerous missions. It was Waller's idea to force supercriminals into government employ.

Over time, the Suicide Squad became a prosperous program for the American government. Operating from its base in Louisiana, the Squad would go on paranormal assignments. Among its many operatives were Chronos, Bronze Tiger, Solomon Grundy, Poison Ivy, Deadshot, The Penguin, and Captain Boomerang.

With her successful utilization of the Suicide Squad, Amanda Waller drew the attention of Lex Luthor. He appointed her as his Minister of Metahuman Affairs. In this post, Ms. Waller oversaw such powerful entities as Captain Atom, Major Force, Black Lightning, and Killer Croc. She repeatedly encountered both Superman and Batman.

When Lex Luthor was exposed as a criminal mastermind, he was immediately impeached from his position as President of the United States. Because of her covert activities sanctioned by Luthor, she and General Wynn were arrested (Superman/Batman #6). Despite this apparent setback, Amanda Waller has been arrested and sentenced to prison before. Whether she will return to prominence again... remains to be seen.

First Appearance: Legends miniseries #1.
