What is with the big black preference bar that keeps popping up everywhere? ANNOYING to the max!

It’s at the bottom of the page. It’s large! I’m looking at it right now and it got “Privacy Preferences”, then underneath it “I agree”. Pops up there under every page. It’s got a white X in the right corner to close it out but it will pop back up.
You need to click on “I agree” for it to go away. It’s part of the new regulations surrounding Privacy laws.
